Expert Public Affairs Subventions and National Industry Associations

Mission

Optimize the inflow of existing and new public funding for Lineas and take care of the internal and external communication of these support mechanisms in terms of budget, provisions and payments. Follow up public funding discussions and other lobby topics in certain national industry associations of neighboring countries

Tasks

Manage the Lineas files of the support schemes in the European countries where Lineas is active as a railway undertaking, intermodal operator and/or wagon owner.

  • – Check new information on existing public funding possibilities
  • – Keep an eye on deadlines for submitting reports
  • – Be a sounding board for Finance, Commercial and Operations for all subvention related questions
  • – Make budgets on a yearly basis and provisions on a monthly basis, monitor timely payments and make sure all internal and external stakeholders are informed
  • – Manage the relations with and the content, financial and administrative reporting to the subsidizing authorities

 

 

Actively look for potential new public funding in Belgium and other European countries, with a focus on exploitation support schemes

  • – Research / gathering information on public funding possibilities
  • – Be a sounding board for the commercial and operations teams in the development of new Lineas subvention files
  • – Build coalitions and seek consensus around certain proposals
  • – Prepare submission for funding
  • – Assure continued alignment around the deliverables of the project
  • – Assure (de)brief to all stakeholders during and after the project
  • – Coordinate projects with partners (sometimes from different countries over several years) but also the internal departments
  • – Overseeing and managing the relations with and the content, financial and administrative reporting to the subsidizing authorities

 

Manage European support calls (together with the experts Innovation & European Union in the PA team)

  • – Research / gathering information on European calls for support, i.e. CEF Transport & Energy calls.
  • – Build coalitions and seek consensus around certain proposals
  • – Prepare submission for funding
  • – Assure continued alignment around the deliverables of the project
  • – Assure (de)brief to all stakeholders during and after the project
  • – Coordinate projects with partners (sometimes from different countries over several years) but also the internal departments
  • – Overseeing and managing the relations with and the content, financial and administrative reporting to the subsidizing authorities

Follow up National Industry Associations,

  • Follow up lobby topics in national industry associations of certain neighboring countries and liaise with the respective country managers
  • Support country managers in these neighboring countries for lobbying within these national industry associations by preparing meetings & events by these associations and participate in these meetings if country manager cannot attend
  • Determine with PA & CSR Director if direct lobbying or communication initiatives have to be taken by Lineas and co-ordinate these activities when required
  • Communicate new developments to internal stakeholders
  • Communicate new developments to internal stakeholders

Profile

  • Master degree or equivalent through experience in a relevant subject such as sociology, economics, international development, international studies, PR, law, politics, engineering ?
  • Administrative experience with authorities (optional)
  • Good analytical skills
  • Very familiar with excel and/or data base management
  • FR, NL, EN, DE (optional but a real bonus)
